Staff Report & Agenda Item Details
The Staybolt Public Improvement District (the “District”) was created by the City Council on February 24, 2025 by Resolution No. RE-4323-25 under Chapter 372 of the Texas Local Government Code (the “PID Act”) and consists of approximately 134.3 acres within the corporate limits of the City. On August 25, 2025, the City Council adopted Ordinance No. OR-2418-25, approving the Staybolt Service and Assessment Plan (the “SAP”), levying assessments against Assessed Property within Improvement Area #1, approving the Improvement Area #1 Assessment Roll, and approving the issuance of the Improvement Area #1 Bonds. The assessments are paid solely by property owners within the District; no City funds are pledged. The PID Act requires that the service and assessment plan be reviewed and updated annually. The annual update does not levy a new assessment or increase any assessment previously levied; it updates the assessment roll, reports the outstanding assessment and the status of the authorized improvements, sets the annual installment to be billed, and provides the five-year budget forecast required by the PID Act. This is the 2026 Annual Service Plan Update for the District. The Ordinance accepts the 2026 Annual Service Plan Update as Exhibit A and approves the updated 2026 Assessment Roll. No plats have been recorded within Improvement Area #1. Following adoption, the City Secretary is directed to record the Ordinance in the real property records of Ellis County within seven days. P3Works, LLC serves as the District Administrator and prepared the 2026 Annual Service Plan Update.
