Staff Report & Agenda Item Details

This item authorizes a Professional Services Agreement with HDR Engineering, Inc., to provide engineering services associated with the Polly Ranch Asphalt Rehabilitation Project, which services will include preliminary and final design phase services, bidding phase services, and construction phase services.  The project consists of five (5) streets – McKissick Drive (1,700 LF), Oak Drive (4,700 LF), Pine Drive (3,950 LF), Airline Drive (3,500 LF), and Butler Drive (3,150 LF) for a total of approximately 17,000 LF. The project primarily consists of asphalt pavement mill and overlay, with sections of base point repairs on failed sections of roadway in order to facilitate proper support of the new asphalt riding surface.<br><br>The City's Pavement Management Study identified deteriorating pavement conditions within the Polly Ranch subdivision. A subsequent pavement evaluation by Terracon in January 2025 identified base failures at multiple locations, including areas where inadequate shoulder support and saturated subgrade have contributed to pavement deterioration. The proposed project will rehabilitate the existing asphalt pavement and provide full-depth base repairs in failed areas. Drainage improvements are not included in the project scope.<br><br>The cost for these services is as follows:<br><br><table border="1" cellspacing="0" cellpadding="0" style="border-collapse: collapse;border-width: medium;border-style: none;border-color: currentcolor;border-image: none;width: 624px;"><colgroup><col style="width: 44.1412%;"><col style="width: 30.8161%;"><col style="width: 25.0427%;"></colgroup><tbody><tr><td colspan="3" valign="top" style="border: 1pt solid windowtext; background: black; padding: 0in 5.4pt; vertical-align: top;"><p style='margin:0in;text-align:center;font-size:16px;font-family:"Times New Roman",serif;color:black;'><strong><span style='font-family:"Arial",sans-serif;color:white;'>Basic Services</span></strong></p></td></tr><tr><td valign="top" style="border-width: medium 1pt 1pt; border-style: none solid solid; border-color: currentcolor windowtext windowtext; border-image: none; background: rgb(217, 217, 217); padding: 0in 5.4pt; vertical-align: top;"><p style='margin:0in;text-align:center;font-size:16px;font-family:"Times New Roman",serif;color:black;'><strong><span style='font-family:"Arial",sans-serif;'>Description</span></strong></p></td><td valign="top" style="border-width: medium 1pt 1pt medium; border-style: none solid solid none; border-color: currentcolor windowtext windowtext currentcolor; background: rgb(217, 217, 217); padding: 0in 5.4pt; vertical-align: top;"><p style='margin:0in;text-align:center;font-size:16px;font-family:"Times New Roman",serif;color:black;'><strong><span style='font-family:"Arial",sans-serif;'>Contract Type</span></strong></p></td><td valign="top" style="border-width: medium 1pt 1pt medium; border-style: none solid solid none; border-color: currentcolor windowtext windowtext currentcolor; background: rg
