1. Produced Water Beneficial Reuse The Committee is evaluating how to transition “produced water’ — the highly saline water generated during oil and gas extraction—from a waste product into a usable resource. Objective: Identify financial and regulatory barriers to the beneficial reuse of this water outside the oilfield. Focus: Assessing the effectiveness of recent laws aimed at streamlining permits and addressing legal liability for companies that treat and distribute produced water. Significance: Encouraging the use of treated produced water could alleviate pressure on fresh groundwater sources, particularly in water-stressed regions like West Texas.
