Staff Report & Agenda Item Details

Texas Local Government Code Section 102.007 requires a separate vote when an adopted municipal budget will raise more property-tax revenue than the prior year's budget. The FY 2027 budget will raise $90,351 more than the FY 2026 budget, an increase of 1.78 percent; $73,706 is attributable to new property added to the tax roll. This ratification vote addresses the property-tax revenue reflected in the budget. It does not itself set the City's tax rate. The separate ordinance establishing the 2026 tax rate is considered under the following agenda item.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.4/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
