Staff Report & Agenda Item Details

At their March 16, 2026, meeting, City Council directed staff to evaluate alternative locations for city facilities, which included the City Hall, Public Safety Administration, and Animal Services (previously referred to as the Municipal Complex). Rather than developing the Municipal Complex in conjunction with Herfurth Park, there was City Council consensus to proceed with the Master Plan for Herfurth Park at the July 9, 2026, meeting. The purpose of this agenda item is to amend the existing contract with Hoefer Welker, LLC to realize the direction provided by the City Council. Hoefer Welker’s previous involvement with the project will help advance this work efficiently without losing time in realizing critical milestones.
