Staff Report & Agenda Item Details

This request is to add additional housing around Lake View High school area. The early proposals were duplex style housing on the 6 currently platted lots. The proposal was tabled once at the Planning Commission and once with the City Council for a better design and look at the new zoning standards under the proposal. The site plan has been reworked by SKG Engineering utilizing the RS-5 Infill residential district design standards. This allows for smaller lots but still modest single-family homes. The narrow lot width and the removal of specific required lot depth has allowed the redesign to fit individual lots, with their own parking through shared parking access. The lots facing Bonham St, will align with the housing structures on E 43rd to cause a line of sight issue at the intersection. Planning staff believe this layout would be very productive for the area. Each home would have a yard with parking. We believe this is still in character with the neighborhood and allows for a density of 15 total units on what was originally 6 platted lots.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 7.3/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
