V.B.f. Approve the purchase of IXL Site Licenses for Reading and Math, Grades 6-12 in the amount of $67,182.50 using the Instructional Materials and Technology Allotment (IMTA) funds. Presenter: Stephanie Powelson-Garza Description: IXL Mathematics and IXL Language Arts are included on the Texas Education Agency’s 2026-27 House Bill 1416 Ratio Waiver List for approved accelerated instruction products in grades 4-11. School systems implementing approved products with fidelity may utilize these resources as part of their accelerated instruction program while meeting HB 1416 requirements. The platform will support Donna ISD’s efforts to accelerate student learning, address unfinished learning, improve academic outcomes, and provide individualized intervention for students who have not yet met grade-level expectations. Funding this purchase through the Instructional Materials and Technology Allotment (IMTA) ensures the district maximizes state instructional materials funding to provide high-quality digital resources that support student achievement and state accountability goals.

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.8/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
