Update and possible action on San Andres efforts at RRC and TCEQ, and update on plugging efforts. The District has met with TCEQ’s senior management and program staff and discussed the new grant program to plug wells in Pecos County. The District has received the draft contract documents from TCEQ for the Leaking Water Wells Grant Program (LWWGP). December 5, 2025, will be the deadline for comments or proposed changes. Ty Edwards and Janet Groth traveled to Austin and met with Jim Wright, Chairman of the Railroad Commission to discuss orphan wells that need to be plugged. Ty has been updating the Directors on the flowing well map indicating six hundred orphan wells in Pecos County. Jim Wright was receptive; however, funding is a main concern moving forward. He suggested arranging a meeting with the Department of Energy to discuss future funding. Other discussions included Boehmer Lake and lawsuits against the Railroad Commission that have lapsed. There are several projects off Highway 18 going into the reservoir that will require use of water. The District will encourage the utilization of brackish water instead of fresh water. Update on Fort Stockton Holdings, L.P. (FSH)-MPGCD Joint Study, Threshold Water Level Update and Drilling of New Rustler Monitor on Williams Farms. The Board and General Manager discussed the ongoing groundwater monitoring of the FSH threshold water levels. All wells are working and operating properly, and no wells are near any threshold water levels that would trigger cutbacks according to the FSH special permit conditions. A link to the FSH threshold water levels is available at https://mpgcd.halff.com/Dashboard. General Manager Ty Edwards screen-shared and provided an overview of current data. Raymond Straub briefed the board on the current drilling activities. The well has been completed, and they are in the process of moving the rig. Water samples have been sent to the laboratory for final water analysis. The results are still pending. A final report will be submitted.
