A public hearing was held for Zoning Application No. Z0626-0458. Adam Bailey, Director of Planning and Development Services, stated that the applicant, D&D Fragrances and Essential Oils, LLC, is requesting a Conditional Use Permit (CUP) to operate a fragrance manufacturing facility within an existing two-story industrial building. The operation would include fragrance blending, laboratory testing, packaging, storage, and wholesale distribution. No retail sales or customer-facing operations are proposed. A CUP is required because the proposed use falls under SIC Code 284 - Detergents, Cosmetics, and Toilet Preparations, which requires CUP approval in the Industrial zoning district under Section 3-203 of the Mesquite Zoning Ordinance (MZO). Mr. Bailey stated that the proposed facility would employ approximately 14 people and operate Monday through Friday from 8:00 a.m. to 5:00 p.m. The applicant has indicated that the operation would consist of blending pre-manufactured aromatic ingredients and would not involve chemical synthesis, extraction, or outdoor manufacturing activities. The site provides adequate parking, loading facilities, and access to existing public infrastructure to support the proposed use. The building is equipped with an automatic fire sprinkler system. According to the applicant, the business has operated at its current Garland location for approximately nine years without incident, and the applicant believes the proposed use will be compatible with the surrounding industrial development. The business is seeking to relocate its operations from Garland to Mesquite. Applicant Jose Gonzales, Director of International and U.S. Sales for D&D Fragrances and Essential Oils, LLC, presented an overview of the proposed application. Tammy Jo Strong, 1713 Cool Springs Drive, had questions regarding testing on animals. Mr. Gonzales confirmed that no testing on animals will be performed. No others appeared regarding the proposed application. Ms. Rodriguez-Ross moved to approve Zoning Application No. Z0626-0458, as recommended by the Planning and Zoning Commission with certain stipulations, and to approve Ordinance No. 5273, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, AMENDING THE MESQUITE ZONING ORDINANCE BY APPROVING A CHANGE OF ZONING FROM INDUSTRIAL WITHIN THE SKYLINE LOGISTICS HUB OVERLAY DISTRICT TO INDUSTRIAL WITHIN THE SKYLINE LOGISTIC HUB OVERLAY DISTRICT WITH A CONDITIONAL USE PERMIT TO ALLOW A FRAGRANCE MANUFACTURE ON PROPERTY LOCATED AT 222 SOUTH TOWN EAST BOULEVARD WITH CERTAIN STIPULATIONS; REPEALING ALL ORDINANCES IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY NOT TO EXCEED $2,000.00; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Motion was seconded by Mr. Green and approved unanimously. (Ordinance No. 5273 recorded in Ordinance Book No. 138.)
