The mayor, subject to the approval and consent of the city council, shall appoint members to the board. All vacancies occurring in the membership of the board shall be filled by appointment of the mayor, with approval of the city council, for the length of the unexpired term. Places on the board shall be numbered one through five with all members appointed for two-year terms to expire August 31.
