Discuss Proposed Citizen Civic Academy Class
Staff Report & Agenda Item Details
Staff recommends moving forward with RH 101, the Richland Hills Civic Academy, as a pilot program targeted to begin in October 2026. The academy would help residents understand City operations, connect with staff and elected officials, and prepare for volunteer, board, commission, and committee service. Discussion The proposed model is a free, eight-session program for 20 to 24 participants, meeting weekly from 6:00 to 8:00 p.m., with Thursday as the preferred evening. Completion would require attendance at six of eight sessions and one City Council meeting, followed by recognition at a regular Council meeting. The curriculum covers City government; budgeting; public safety and Municipal Court; streets, water, drainage, and infrastructure; development and code compliance; quality of life, Library, parks, and resident services; boards and ethics; and a Council simulation. Tours and practical exercises would supplement department presentations. Recruitment should reach different neighborhoods and include residents with varying levels of civic experience. The City Manager’s Office would coordinate department leads, applications, and participant feedback. Final dates should account for holidays, facility availability, and staff schedules. Graduates could receive notices of service opportunities and future budget and capital-project discussions.
