Staff Report & Agenda Item Details

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. The proposed City of Richland Hills Title VI Non-Discrimination Plan documents the City’s nondiscrimination policy and administrative procedures for federally assisted programs and activities. The Plan applies to City operations, contractors, and entities receiving federal assistance through the City. It identifies the City Manager as ultimately responsible for Title VI compliance and designates the Human Resources Generalist as Title VI Coordinator. It addresses public notice, complaints and referrals, public participation, language assistance, staff training, program review, data collection, and recordkeeping. Attachments to the Plan include the policy statement; United States Department of Transportation assurances and appendices; organizational chart; complaint procedures and English/Spanish forms; complaint log; public notice poster; language data; and employee acknowledgment form. Following adoption, staff will publish and administer the Plan, provide required notices and training, and make administrative updates as needed.
