Report on engineering matters, and authorize appropriate action, regarding design of new projects, advertisement for bids, contract awards, approval of pay estimates and change orders, including authorization to advertise for bids, award contract, and approval of pay estimates and change orders for the following projects as appropriate: a. Water Plant Phase 2 Expansion; b. facilities to serve Northgrove, Section 16; c. facilities to serve Northgrove, Section 18; d. facilities to serve Northgrove, Section 20; e. renewal of District’s wastewater discharge permit; f. new projects; g. adopt policy regarding out-of-District service requests; and h. deeds and easements, including Center Point easements, phase I environmental assessment proposals, consents to encroachment, requests for service, or utility commitment letters.
