Project No. 28 in the 2019 Water Master Plan is the Capital Improvements project to expand the Bud Ervin Water Treatment Plant (BEWTP) from 45 million gallons per day (MGD) to 60 MGD capacity production of potable water. This project is funded primarily through a $50,000,000 bond issuance. Contract Amendment #1 was issued October 9, 2025 for $35,000 in the interest of conducting a Contact Time Study to comply with TCEQ requirements. The sodium hypochlorite (bleach) generators were put into service in 2009 with a 15-year life expectancy. Maintenance staff has extended the life of the equipment through diligent routine maintenance and repairs. However, the caustic environment has progressively deteriorated the equipment and building conditions over the past couple of years. Repairs are becoming increasingly cost prohibitive and the equipment failures are damaging the concrete and ancillary equipment in the building. Additionally, advances in equipment technology and process impro
