Staff Report & Agenda Item Details

<span style="margin-left:0in;">The proposed text amendment would repeal Section 77-811 (Minor Modifications) of the Rowlett Development Code. Staff has determined that the current provisions are unclear, contain subjective review criteria, and create potential inconsistencies in the administration of development applications. The section does not provide sufficient standards to distinguish minor modifications from other development approvals and may result in varying interpretations by applicants, staff, and decision-making bodies. Repealing this section would eliminate ambiguity within the Development Code and ensure that development requests are processed through established review procedures and approval mechanisms contained elsewhere in the Rowlett Development Code.</span>

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.6/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
