Staff Report & Agenda Item Details

Pursuant to recent changes in State law, municipalities are required to establish a dedicated Capital Improvements Advisory Committee (CIAC) to provide recommendations regarding capital improvements planning and related impact fee matters. In accordance with these requirements, the City Council previously appointed five members of the public to serve on the City’s Capital Improvements Advisory Committee. The Committee held its inaugural meeting on August 12, 2026. During the meeting, City staff provided an overview of the Committee’s statutory roles, responsibilities, and duties and presented the proposed bylaws for review and discussion. Following its review and discussion, the Committee members voted unanimously, 4-0, to approve and adopt the bylaws. The bylaws, having been reviewed by the City's Legal Department and adopted by the Committee, are now being presented to the City Council for consideration and final approval.
