Staff Report & Agenda Item Details

Birdville Independent School District (BISD) is building a new elementary school at 5600 Chapman Road to replace Hardeman Elementary. For to this new development, BISD hired Teague Nall and Perkins, Inc. (TNP) to analyze the existing city utilities to ensure the existing utilities had the capacity to handle the new school. TNP discovered two sections of existing 6" vitrified clay pipe (VCP) on Storm Drive were undersized to meet the existing conditions, as well as, meeting the future school construction. The upstream pipes were found to be 8" in diameter and were draining into these existing 6" diameter pipes. Regardless of whether the new school were to be built, these existing 6" diameter pipes are undersized and should be replaced. TNP’s sewer study identified deficiencies in the downstream sanitary sewer in segments B7-47 to B7-58 and B7-58 to C7-44 (about 465 linear feet of pipe) on Storm Drive. The timeline for this project is short, as BISD intends to open the new school in August 2027. Therefore, BISD agrees to contribute up to fifty percent (50%) of the actual engineering and construction cost associated with replacing and/or upsizing the required off-site sewer line, not to exceed a total District contribution of $90,000. Burgess & Niple, Inc. (B&N) estimates the construction cost to be around $146,500 to $176,500. The engineering fee is $21,000, bringing the total cost to around $167,500 to $197,500. The project location map is shown in Attachment A within the Burgess and Niple attached letter. The project limits for Wastewater Upsizing will be: • B7-47 to B7-58 – Storm Drive from Kennedy Street to the elbow of Storm Drive • B7-58 to C7-44 – The elbow of Storm Drive to the upper bank of the channel It is normal for developers to partner with the city on upsizing existing infrastructure if deficiencies are found. The offer of $90,000 from BISD is in the acceptable range for such a partnership.
