Official Roll-Call Vote
Staff Report & Agenda Item Details
Reading and Public Hearing On September 5, 2006, the cities of Keller, Southlake, and Colleyville entered into an Interlocal Agreement (ILA) for Combined Public Safety Dispatching and Jail Services for the three cities, which became effective on October 1, 2010, for a six-year period. The ILA was renewed in October 2016, for the first of two successive five-year terms as provided for in the ILA, by mutual consent of the parties, and again in September 2021. This item provides for approval of a one-year extension of the agreement through September 30, 2027. The terms of the ILA call for the City of Keller to provide all jail services and public safety dispatch services for Fire, Police, and EMS for the City of Colleyville, and to provide Colleyville a quarterly bill for services, based on Colleyville's share of resources used for each service. Jail service costs are based on prisoner counts from the previous year, attributed to Colleyville (currently 19.59%). Dispatch Service costs are based on a three-year average of 911 calls, police/fire/EMS calls dispatched and initiated attributed to Colleyville. This ILA provides effective and efficient services, delivered at the highest level possible, to the residents of Colleyville. The original agreement requires Keller to maintain industry best practices and the highest standard for accreditation in the industry through the Commission on the Accreditation of Law Enforcement Agencies, Inc. (CALEA). Staff recommends approval of Amendment No. 2, which will extend the expiration date to September 30, 2027. All remaining terms and conditions shall stay in place for the additional year.
