Official Roll-Call Vote
Staff Report & Agenda Item Details
Kim Buttram, Director of Economic Development, stated that Canadian Solar US Module Manufacturing Corporation notified the City of the intent to rename the Mesquite facility Mesquite Modules, with a request of the City to approve the assignment of the existing agreements, including obligations, terms, and conditions, to Mesquite Modules Corporation. Without any changes to the business terms and obligations outlined in the original agreement, first amendment, and letter, the proposed assignment would transfer the agreements to be between the City and Mesquite Modules Corporation, upon approval and execution. Jamie Hall, Manager of Admin and Community Relations with Mesquite Modules Corporation, presented an overview of how Mesquite Modules Corporation gives back to the community. Mr. Casper moved to approve Resolution No. 35-2026, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESQUITE, TEXAS, CONSENTING TO THE ASSIGNMENT AND ASSUMPTION AGREEMENT BY AND BETWEEN CANADIAN SOLAR US MODULE MANUFACTURING CORPORATION, A DELAWARE CORPORATION (“ASSIGNOR”), AND MESQUITE MODULES CORPORATION, A DELAWARE CORPORATION (“ASSIGNEE”), OF ASSIGNOR’S INTEREST IN THAT CERTAIN CHAPTER 380 ECONOMIC DEVELOPMENT PROGRAM AGREEMENT BY AND BETWEEN THE CITY OF MESQUITE, TEXAS, EFFECTIVE JULY 11, 2023, AND FIRST AMENDMENT TO ECONOMIC DEVELOPMENT PROGRAM AGREEMENT, EFFECTIVE DECEMBER 16, 2025, AND SECOND AMENDMENT LETTER AGREEMENT TO ECONOMIC DEVELOPMENT PROGRAM AGREEMENT, DATED JULY 21, 2026, FOR THE DEVELOPMENT OF 3000 SKYLINE DRIVE AND 2800 SKYLINE DRIVE, MESQUITE, TEXAS, AND AUTHORIZING THE CITY MANAGER TO FINALIZE AND EXECUTE THE ASSIGNMENT AND ASSUMPTION AGREEMENT AND ADMINISTER IT ON BEHALF OF THE CITY.
