Staff Report & Agenda Item Details

In order for the City of Rowlett to comply with the State of Texas Public Funds Investment Act (PFIA), it has adopted an official Investment Policy. A requirement of this Policy is a quarterly report of the City's investment activity. Finance is pleased to report that the City continues to maintain its reporting compliance with the requirements of the PFIA and the City’s Investment Policy and that the City’s pooled funds and long-term pooled fund portfolios are of high credit quality and invested in TexPool, TexStar, Texas Range, U.S. Treasury and high-quality commercial paper securities. The quarterly report is prepared by the City's financial advisor, PFM Asset Management (PFM). Please note that their references are to calendar year; therefore, their second quarter is defined as April 1, 2026, through June 30, 2026, but represents the City's third quarter of fiscal year 2026 (see Attachment 1).

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.8/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
