Staff Report & Agenda Item Details

This is a request to approve a request for funds for the SAPD department's pan, tilt and zoom camera system within the TIRZ Districts. This type of funding request was identified in 2006 at the creation of the TIRZ District and reaffirmed in 2012 and 2025 by City Council. The funds requested are $42,000 with an equal split between North an South TIRZ. A safe district allows growth of small businesses, allows for walkability and confidence in the community. These devices are utilized after a call of disturbance, fire, or other activity has come to the command center. Then these devices can help detect movement and assist first responders once on the scene to where dangerous conditions could exist. The TIRZ Board recommends approval with a 9-0 vote on June 30, 2026.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 7.5/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
