Staff Report & Agenda Item Details

The City solicited Competitive Sealed Proposals (CSP No. 2026-09) for construction of the Lift Station No. 8 Upsizing and Force Main Project. Six proposals were received and independently evaluated by five evaluators in accordance with the published selection criteria, including cost, experience with similar projects, project approach, qualifications of key personnel and subcontractors, ability to meet the project schedule, quality assurance and safety record, and current workload. Sustanite Support Services, LLC, received the highest average score of 81.4 and was determined to provide the best overall value to the City. Although Sustanite was not the lowest-cost proposer, its proposal demonstrated substantial relevant experience with wastewater lift station construction and rehabilitation, bypass pumping, process piping, electrical and controls, and other work directly applicable to the project. Sustanite presented a project-specific approach focused on construction sequencing, maintaining wastewater operations, minimizing the duration of bypass pumping, and early procurement of long-lead equipment. Its proposed project team also demonstrated extensive water and wastewater construction experience, including lift station rehabilitation and bypass pumping. These strengths were reflected consistently in the independent evaluations, particularly in the experience, project approach, personnel, and schedule criteria. Sustanite submitted a total bid of $1,719,000, consisting of a $1,691,000 base bid and $28,000 in additional bid items. Including a 10% owner's contingency of $169,100, calculated on the base bid, and a $40,000 TNMP cash allowance, the total proposed contract amount is $1,928,100. The Engineer's 100% Opinion of Probable Construction Cost for the project was $2,632,000. Funding for the project is provided through the City's Water and Sewer Bond Program.
