Staff Report & Agenda Item Details

Through the FY25 annual budget process, City Council authorized applications for Department of Defense Grants, which allowed Public Works Staff to submit a proposal (the San Angelo Infrastructure Modernization Project for Goodfellow Air Force Base) to the Office of Local Defense Community Cooperation (OLDCC) for its FY26 Defense Community Infrastructure Program (DCIP). This funding opportunity funds projects which correct deficiencies in infrastructure supporting military installations around the country. This grant will fund the Christoval Road Improvements project listed in our Capital Improvements Plan including utility, roadway and pedestrian upgrades on Christoval Road from Paint Rock Road to S. Chadbourne Street, as well as water utility upgrades on Penrose Street. Project elements to be constructed, assuming funding is secured, include: Water infrastructure improvements Sewer infrastructure improvements Drainage improvements Curb & gutter improvements New ADA-compliant 6-foot sidewalks and ramps Bicycle accommodations & pedestrian crossing markings Traffic signal improvements Road reconstruction Due to DCIP's programmatic requirements for all funding to be obligated by the fiscal year-end, staff asks for preemptive authority to accept a future award from the FY26 DCIP for this project and authorization for the City Manager or his designee to execute any and all required documents without a additional council action post award.
