The South TIRZ area has two requests; one being a public request for a project at the River Stage and the second a private funding request for a multi-story building at 12 e Twohig. This is the first time hearing a multi-story building request where the TIRZ policy allows for each story to request funding, and they can request funding over a multi-year period. The Bill Aylor Sr. River Stage has been going through renovations to the stage, seating, ADA areas and ticketing areas. This request is to paint the exterior of the building – SW Downing Sand, add limestone facing on columns and wainscot – South Elevation and replace the west fence to include new concrete. The request is $144,530 to complete the project. City staff recommended full funding for this request and the TIRZ board heard the item on August 25, 2026, and recommended full funding with a 7-0 vote. 12 E. Twohig, known as the Junior League Building, is a historically designated building where the property owner and property manager want to provide opportunities for full occupancy. The major stumbling blocks are egress and accessibility, which mean egress from the basement and elevator to higher stories. While doing this, they are doing some of the facade improvements approved by the Design and Historic Review Commission in 2023. This is essentially a 5-story building comprising a basement and floors 1–4. The basement is a useable programming space for occupancy with the correct egress. Through this process, they intend to come into compliance with local codes. Each story is eligible for up to $100,000 in TIRZ funding under the new guidelines from 2025; this allows the full structure to go through a transformation to be improved and add occupancy to higher floors or do more historical facade restoration. In this case, they are choosing to do both as the community and the property owners see this as an iconic building worth preserving for the San Angelo community. The request if for $475,000 for the entire
