9.f. Consideration and possible action to determine the method of purchasing construction services, to delegate authority to a District evaluation committee to determine the criteria and weight of criteria for evaluation, to evaluate and rank the proposals and to delegate to the Superintendent the authority to negotiate a contract and execute the final contract and any other necessary documents on behalf of the District. Description: Regarding the New Bus Barn in addition to the completion of other bond projects, I move that the Board approve use of the [Competitive Sealed Proposal] [Interlocal Cooperative Purchasing] method of contracting as providing the best value for the District, delegate to the Superintendent the authority to publish selection criteria for bidders, prepare proposals for bidders, receive and publicly open proposals, evaluate proposals, determine the  ranking of proposals, negotiate a contract as set out in Texas Government Code, Chapter 2267, and execute the final contract and any other necessary documents on behalf of the  District.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 4.5/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
