Mayor Weiss opened the item for discussion. Mr. Coffman stated staff has provided additional information about Food For All situation and staff has tried to think creatively about solutions. Mr. Coffman discussed other policies that provide the city manager with discretion and creating a similar policy for non-profits that are providing an essential service. Mr. Rogers asked how much leeway is being considered. Discussion followed regarding the circumstances, complaints brought to the city, and current operations. Mr. Hartshorn discussed public safety concerns and rules currently in place. Mayor Weiss stated council was retiring to executive session at 8:13pm. Mayor Weiss reconvened the meeting in open session at 8:30pm. No action was taken.
