Staff Report & Agenda Item Details

The Master Fee Schedule is reviewed and updated each year as part of the City's annual budget process to ensure that fees and rates appropriately reflect the cost of providing City services and to incorporate other operational changes as needed. On August 10, 2026, City Council approved amendments to the Master Fee Schedule associated with the FY2027 Proposed Budget. This item provides for additional amendments to certain fees and charges within the Utilities, Emergency Services, Fire Prevention and Protection, and Miscellaneous sections of the Master Fee Schedule, effective October 1, 2026. The fee updates included in this Council item for the Utilities, Fire Prevention and Protection, and Miscellaneous sections are reflected in the revenue projections contained within the FY2027 Proposed Budget to be adopted on September 16, 2026. The fee updates to the Emergency Services section would increase the revenues proposed in the FY2027 Proposed Budget.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 7.2/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
