Staff Report & Agenda Item Details

Request approval of a resolution designating Carlos Carillo, Animal Services Officer Supervisor as the Local Rabies Control Authority (LRCA). Per Sec. 826.017, a municipality is required to designate an officer to act as the LRCA. The individual named can be a county or municipal health officer, animal control officer, peace officer, or any entity that a governing body deems appropriate. Carlos supervises Animal Control field operations in the City and has daily oversight of animal bite cases that may present a rabies health issue. As such, he is an appropriate candidate for the designation.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.7/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
