Staff Report & Agenda Item Details

The purpose of this item is to consider a resolution approving a Chapter 380 Economic Development Agreement with Meals Made Easy by Brooke LLC DBA Delightful Project “Dessert.” The proposed agreement provides a reimbursement-based economic development grant of $1,700 for permit fee reimbursement and a façade/signage reimbursement of 50% up to $5,000, for a total incentive not to exceed $6,700. The incentive will support Delightful’s expansion into Rowlett to a new location at 3522 Main Street, Suite 100. The new location will be an approximately 715 square foot limited-service restaurant location in Downtown Rowlett. Meals Made Easy by Brooke LLC DBA Delightful presented its incentive request to the Economic Development Advisory Board on February 17, 2026. At the August 25, 2026, meeting, The Board approved portions of the initial request with a 5-2 vote for recommended approval of the request to the City Council.
