Staff Report & Agenda Item Details

The Chapter 380 agreement with Southfork Concepts, LLC was approved in February 2025. A condition of the initial agreement included a full-time employee requirement. The first amendment to the agreement adjusts the definition of a full-time employee to align with restaurant industry work practices as well as the definition utilized by the IRS "requiring a minimum of One Hundred Thirty (130) hours of work per month over a twelve (12) month period."

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 7.5/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
