He explained the overall development vision and showed the proposed site and landscape plans. There were several persons who signed up to speak on this proposal. Jim Bailey, the Towne Lake Estates HOA President, stated he was against this project. He touched on concerns with traffic, close proximity to other gas stations, extra runoff into the neighborhood lake that would contain fuel residue, and no monetary or maintenance help with the lake from the developer. Laura Torres, also a resident of Towne Lake Estates, said she agreed with all of Mr. Bailey’s points and also brought up concerns with noise and lights. Itzel Cantu and Jay McGee also spoke and echoed their support for the previous speakers’ remarks and also brought up concerns with flooding and drainage. The Commissioner discussion focused on drainage, the process of a TIA and why it is done at time of permitting and not at the time of a CUP, and the feasibility of a traffic light at this location. There was also discussion about postponing the vote in order to give more time for the applicant and the neighborhood to discuss possible compromises. Commissioner Comeaux made a motion to amend the approval with staff conditions added and Commissioner Fuertes seconded the motion. This motion passed with unanimous approval 5-0. Chair Ordeneaux then called for a vote. All in Favor: H. Fuertes, D. Knight, S. Comeaux All Opposed: J. Ordeneaux, D. Isenberg Motion passed 3-2.
