Staff Report & Agenda Item Details

Town of Selma Town Council August 23, 2026 - Request for Consideration of Municipal Liens Subject Property Address: 1315 River Road, Selma, NC Dear Mayor and Members of the Town Council, My name is Haley Compton, and my husband and I own LJM Buys Houses, a local North Carolina real estate investment company. We are currently under contract to purchase the property located at 1315 River Road, Selma, NC, and respectfully request the opportunity to ask the Town Council to consider reducing or waiving the outstanding municipal liens associated with the property. This property has remained vacant for years due to unresolved title issues following the passing of the owner. Since placing the property under contract, we have worked to locate the heirs and resolve the title issues, which are now largely complete. With the title issues nearly resolved, the outstanding municipal liens have become the final significant obstacle to returning this long-vacant property to productive use. We respectfully ask the Council to consider reducing or waiving these liens so the property can move forward toward rehabilitation or redevelopment, benefiting both the surrounding neighborhood and the Town of Selma. Thank you for your time and consideration. We appreciate the opportunity to discuss our request with you at the September 8, 2026 Town Council meeting. Respectfully, Haley Compton-McMillan LJM Buys Houses | LJM Land Co. Dear Town Council, I am writing to request the Tier I incentive as we would like to rehabilitate the historic building at 101 E Railroad Street. There are extensive repairs that need to be made such as brick repairs due to missing mortar where water is entering the inside of the building. There are also repairs needed to the front brick where mortar is needed and some water intruding into the space as well. We also need to add a gutter to the side of the building as the water coming off the roof of the connected building on the corner of Raiford and Railroad onto our roof and running down the side of the building and standing at the foundation. This is also the reason the mortar has worn away and is deteriorating. As the rainy season is upon us, we must make the repairs on the brick now to keep from further deterioration of the inside from the water intrusion. The electrical needs to be completely redone as the existing is old screw in fuses. There are some repairs needed to the plumbing as well. We would greatly appreciate the incentive to help us so that we may preserve this wonderful historic piece of Selma. Respectfully, Gina and Rob Tate RG Tate Property, LLC
