Staff Report & Agenda Item Details

Citizens are requested to sign up prior to council meeting if requesting time to address council. Presentations will be limited to no more than three (3) minutes. Citizen Diana Olvedo-Karau addressed the Council regarding her open records request submitted on August 3, 2026. Mrs. Karau stated that, during a previous Council meeting, City Attorney Lea Ream advised her that she would be able to obtain a copy of the Memorial Committee minutes. Mrs. Karau noted that the City is now seeking guidance from the Attorney General regarding the request and expressed her disagreement with that action, stating that she believes it is an unnecessary expense to taxpayers. Citizen Simon Ortiz addressed the Council regarding the possibility of allowing City Councilmembers to participate in the City’s health insurance benefits. Mr. Ortiz expressed concern that doing so could result in the City being responsible for the cost of the insurance, which he stated would ultimately be paid at the expense of citizens. Citizen Emma Trimble addressed the Council and stated that she attends City Council meetings to pray. Regarding the Memorial Committee minutes, Mrs. Trimble acknowledged that the matter is sensitive and that some families may not want multiple opinions involved. However, she expressed the view that transparency should still be maintained. She suggested that the Council could provide the Memorial Committee with guidance regarding expectations for transparency and appropriate procedures.
