STAFF REPORT Meeting Date: March 17, 2026 Prepared By: Jake Hooter, Development Services Director Department: Development Services Item: Discussion and consideration of the Comprehensive Plan update process, including review of the proposed scope, timeline and development of long-range planning priorities for the City of Whitehouse. Background: The City of Whitehouse has initiated the process to update its Comprehensive Plan, which will serve as a long-term strategic document guiding the community’s vision for land use, development, infrastructure, housing, transportation, and economic growth. The Comprehensive Plan is intended to help the City evaluate existing conditions, identify opportunities and challenges, and establish policies that guide future growth and development decisions. This effort is being funded through the Texas General Land Office’s Resilient Communities Program (RCP), which focuses on promoting resilient land use practices, sustainable development, and attainable housing opportunities. As part of the grant requirements, the planning process will also include a review of current development regulations and may lead to updates or codification within the City’s zoning ordinance to better implement the plan’s goals. The project will follow a multi-phase planning process that includes project initiation, analysis of existing conditions, community engagement, risk and hazard assessment, code review, preparation of a draft plan, and final adoption. Public participation will play a key role throughout the process, including community surveys, public meetings, focus groups, and open house events. The purpose of the joint Planning & Zoning Commission and City Council meeting is to introduce the project team, review the proposed planning process and schedule, and begin gathering input from local leadership regarding the City’s strengths, weaknesses, opportunities, and constraints that should be considered during development of the updated Comprehensive Plan.
