Staff Report & Agenda Item Details

The Houston-Galveston Area Council’s Transportation Policy Council has authorized Surface Transportation Block Grant funds for the Sunset Drive Signal Improvements Project, which will include the rehabilitation of the three existing traffic signals along Sunset Drive at the intersections of Castlewood, Falling Leaf Drive, and Cowards Creek Drive, and the installation of new traffic signals at the intersection of Briarmeadow Avenue (the "Project"). Pursuant to the Advance Funding Agreement, the City is responsible for all non-reimbursable costs and any cost overruns associated with the Project. On May 4, 2026, the City Council passed Resolution No. R2026-12 to update Resolution No. R2025-30 to provide funding for the City's local match in the amount of $199,701, which included monies for the initial TxDOT payment, surveying, and environmental services. A few weeks after Council's passage of R2026-12, the City received a categorical exclusion for the Project and released $42,500 earmarked for environmental services. Additionally, as the Project progressed, Staff determined that, due to congested site conditions together with the TxDOT and federal requirements for the project, hiring a consulting engineer was the best path forward. This proposed resolution updates the City's cash match as follows: Resolution No. R2025-30 Funding............................................................................... $0.00 (Transportation Development Credits) Resolution No. R2026-12 Funding......................................................................... $199,701 Funding under the proposed resolution................................................................. $140,708 Total Cash Match................................................................................................... $340,409
