Staff Report & Agenda Item Details

COMMENTS BY THE PRESIDENT Board president Nick Fava reported that the North Harris County Regional Water Authority has agreed to review pumpage fees on a case by case basis in the event of significant water loss by a district. Mr. Fava noted that the AWBD fall seminar is scheduled for the evening of Monday, October 31, 2022, and he encouraged the other board members to attend. Mr. Fava reported that a home in the District on Falling Creek has fallen into disrepair. He suggested that the HOA should require the owner to clean the property up, or have it cleaned up at the owner’s expense. Mr. Fava suggested either changing the board’s meeting schedule, or the consultant billing schedules, so that the board can meet to review invoicing before the regular meeting at which invoices are paid. After discussion, it was agreed that instead the bookkeeper will hold consultant checks until the board’s consultant contract and invoice review meeting later in the same month, when the board can authorize release of the checks after reviewing the invoices.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.0/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
