summary of the minutes of the September 9, 2025 meeting was read by board secretary Whisler. After discussion, upon motion by Mr. Armand, seconded by Mr. Pampell, and unanimously carried, the board approved the minutes of the September 9, 2025 meeting as presented. QUESTIONS/COMMENTS FROM THE PUBLIC District resident Doug Thomas informed the board that he has paid his water bills by mail seven days early for 30 years without a problem, but that WDM is no longer receiving mail in a timely fashion and his most recent payments sent by mail were delivered late. He asked that the District enable electronic bank payments so that mail delays don't affect timely payment. Charles Townsend with WDM explained that their office and electronic payment platform do accept electronic bank payments, but that there is a one dollar charge. The board asked that Mr. Townsend look into whether that was the only reason Mr. Thomas’s bank has been unable to submit his payments electronically.
