Staff Report & Agenda Item Details
HEATHERLOCH INTERCONNECT Barry King, president of Heatherloch MUD, addressed the board regarding Heatherloch’s request for an updated emergency interconnect agreement between the districts. Rather than a fixed rate, they are proposing that pricing for water delivered under the agreement be based on a formula that the respective district engineers can agree on. He asked that Bammel authorize Bammel’s engineer to work with the Heatherloch engineer to develop a formula for calculation of the districts’ respective costs of producing water, which could be incorporated into the interconnect agreement. District engineer Matt Carpenter suggested that the delta between the North Harris County Regional Water Authority surface water fee and ground water pumpage fee would be a simple way to arrive at the cost of production. Heatherloch engineer Pam Madrigal said that she would encourage the districts to maintain the existing interconnect, and is open to discussing Mr. Carpenter's suggested approach. After discussion, the board unanimously authorized Mr. Carpenter to work with Ms. Madrigal in an effort to develop a recommended approach for pricing under the terms of an updated emergency interconnect agreement. Mr. King also suggested that the districts consider metering the interconnect at some point in the future. After concluding their remarks, Mr. King and Ms. Madrigal excused themselves from the meeting. TAX ASSESSOR'S REPORT Debbie Bessire of Equi-Tax, Inc., the District's tax assessor, reported as to the status of District tax collections and responded to questions from the board. Ms. Bessire reported that the District is 96.2% collected for 2021 taxes, and over 99% collected for all prior years. After discussion, upon motion by Mr. Whisler, seconded by Mr. Armand, and unanimously carried, the board approved the tax assessor's report and payment of the tax bills presented.
