DETENTION MAINTENANCE REPORT Dawn Mouton of Double Oak Erosion, the District’s detention pond maintenance contractor, reported as to the status and condition of the District’s detention pond facilities. Ms. Mouton reviewed their written report with the board and responded to questions. She also presented and reviewed pricing to add the Stuebner Hollow detention pond to their maintenance contract after the District closes on acquisition of that pond later this month. The board deferred approval of the new pond maintenance budget pending a final review by the engineers to determine whether there are any remaining deficiencies to be remedied at the Stuebner Hollow pond. Upon motion by Mr. Whisler, seconded by Mr. Armand, and unanimously carried, the board approved the detention pond maintenance contractor's report. OPERATOR'S REPORT Charles Townsend of Water District Management Company ("WDM"), the District's operators, reported to the board regarding District operations and facilities. Mr. Townsend reviewed his written report with the board and responded to questions. Upon motion by Mr. Armand, seconded by Mr. Rochow, and unanimously carried, the board approved the operator's report. 3 ENGINEER'S REPORT Teague Harris of IDS Engineering Group (“IDS”), the District's engineers, presented their monthly engineer's status reports for the District and the wastewater treatment plant. Mr. Harris reviewed the reports with the board and responded to questions. Mr. Harris presented and recommended board approval of a proposal by Magna Flow to clean sanitary sewer lines that recent smoke testing has shown to be obstructed. After discussion, the board unanimously authorized director Armand to approve the Magna Flow proposal after he reviews pricing with engineer Matt Carpenter. Upon motion by Mr. Armand, seconded by Mr. Rochow, and unanimously carried, the board approved the engineer's report.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.2/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
