OPERATOR REPORT Charles Townsend of Water

Staff Report & Agenda Item Details
OPERATOR REPORT Charles Townsend of Water District Management Company (“WDM”), the District's operators, reported to the board regarding District operations and facilities. Mr. Townsend reviewed their written report with the board and responded to questions. Mr. Townsend reviewed the status of the pending insurance claim for damages at the wastewater treatment plant caused by Hurricane Beryl. The large deductible and denial of some of the debris removal costs reduce the potential claim payment to $13,370.78. After discussion, the board unanimously decided to withdraw the claim in order to avoid a surcharge on the insurance premiums next year. Mr. Townsend explained that WDM failed to submit the Disinfectant Level Quarterly Operating Report (chlorine residual) for the District’s public water supply system to the correct account for Bammel at the TCEQ, which resulted in a technical violation of the reporting requirements. Mr. Townsend also reported that the wastewater treatment plant experienced a dissolved oxygen (DO) permit excursion last month, caused by high flows and high ambient temperatures. Mr. Townsend is investigating the costs to install a variable frequency drive for the blowers at the plant to help minimize the possibility of future DO excursions, although he noted that it has been many years since the plant experienced a similar permit excursion. 3 Upon motion by Mr. Armand, seconded by Mr. Pershall, and unanimously carried, the board approved the operator’s report.
