Staff Report & Agenda Item Details

As part of the City's commitment to planning for future transportation needs and encouraging sustainable commercial development, staff recommends adoption of an ordinance establishing minimum electric vehicle (EV) parking and charging infrastructure requirements for commercial developments within the City of Rowlett. The proposed ordinance amends Chapter 77 of the Development Code by requiring commercial developments with twenty (20) or more required off-street parking spaces to install EV-ready electrical infrastructure and a minimum number of operational charging stations. The ordinance also amends Chapter 66 of the Traffic Code by establishing enforceable regulations governing designated EV charging spaces, including parking restrictions, maximum time limits, and penalties for unauthorized use. These standards are intended to support future EV adoption, reduce long-term infrastructure costs through installation during initial construction, and ensure publicly accessible charging spaces remain available for their intended purpose.
