14. Discuss and possible action on district drought status and drought conditions: Kubinski reported that district well levels have fallen below the proposed Stage 4 drought threshold. Motion to declare Stage 4 drought conditions and initiate required public communications was made by Director George Cofran and seconded by Director Gregory Stevens. Motion carried unanimously.
