Staff Report & Agenda Item Details

8. Discuss and possible action on district drought status and drought conditions General Manager Kubinski reported that groundwater levels improved significantly in May. The Pedernales watershed neared Drought Stage 1, while the Blanco watershed remained in Drought Stage 3. Considering surrounding counties still in severe or extreme drought and the uncertainty of rainfall forecasts, the Board agreed to maintain Drought Stage 3 district- wide. No formal motion was required.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.2/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
