The Director, or the Director’s designee, is authorized to assess a one-time container fee to a residential customer who requests a new container provided that: a. The fee shall not exceed the actual cost of the refuse container and the reasonable cost of delivery. b.The division shall charge an administrative fee for garbage collection and disposal services in the amount listed in the city fee schedule. The fee shall be paid monthly in advance by the residential unit customer in accordance with billing procedures established by the director; provided that upon presentation of a city water account number, the city may bill the administrative fee to the residential unit customer's city water account on a monthly basis.
