Staff Report & Agenda Item Details

Texas Tax Code Section 26.01 requires the chief appraiser to certify each taxing unit's appraisal roll to its assessor by July 25. Tarrant Appraisal District provided the City's 2026 Adjusted Certified Totals report, generated July 24, 2026, as of Roll Correction No. 1. The report is the appraisal district's certified valuation record for the City and will support the Fiscal Year 2027 budget and Tax Year 2026 truth-in-taxation calculations. The 2026 roll reports a certified taxable value of $1,075,657,205 for property not under review. It separately identifies 86 accounts under review with a full taxable value of $23,142,464 and a lower estimated taxable value of $17,048,207 . Adding the lower estimate to the certified value produces a working projected taxable value of $1,092,705,412 . The report's full net taxable total, before substituting the lower estimate for property under review, is $1,098,799,669. Protest outcomes and later roll corrections will continue to adjust these values. The primary driver is commercial business personal property: comparable L1 taxable value declined by approximately $83.4 million, or 43.1%. Commercial real property increased by approximately $18.4 million, or 9.2%, partially offsetting that loss. Comparable single-family residential taxable value was nearly flat, declining approximately $3.7 million, or 0.6%. New taxable value increased by $2,345,592, or

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.1/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
