Staff Report & Agenda Item Details

Review production data report for December 2024 - Ms. Willrich displayed bar graphs of the 2024 year-end total reported production by aquifer from the District’s public water supply permit holders and one commercial permit holder. Additionally, pie charts depicting comparisons of the Annual Production Cap (for the Carrizo Aquifer) v the MAG (2030) v permit totals v reported production for both aquifers were displayed. Ms. Willrich noted that irrigation totals are due by January 15th and will be reported at the February meeting. These graphs will be in our Winter newsletter set to publish at the end of the month. Mr. Schuehle and Ms. Clark asked for clarification on the MAG values. Ms. Cochran explained the Modeled Available Groundwater (MAG) values are not limits. TWDB models the groundwater availability by aquifer and provides values every five years as groundwater management areas work on the desired future conditions of the Page 3 of 5 GCGCD Minutes January 9, 2025 aquifers looking 50 years into the future. Regional pumping projects estimates, as well as historical pumping, are used when modeling to provide the MAG values to the districts in the water planning groups. GCGCD compared the 2030 values to our current permit totals as a guideline to illustrate that our District is well within the range of estimates as modeled.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.2/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
