1. - Public Comment Randy Taylor of Hydro Resources addressed the board stating he had thought the well permit for HN-14102 had been approved prior to drilling the well. He did not check before drilling the well that an approved permit was in place until after he drilled the well. Mike Pearson addressed the board stating he was unable to have the permit for HN-14102 signed by Mrs. Joyce Crooks, the water right owner, as she was out of town and did not use fax or email. He stated that Randy Taylor had contacted him the Monday after the well had been drilled about the permit and he informed Mr. Taylor that he had not received the signature yet.
