Docket Item 2
Staff Report & Agenda Item Details
2. Bookkeeper’s Report including approving payment of the bills. Mr. Wilson recognized Ms. Johnston, who presented to and reviewed with the Board the Bookkeeper’s Report and Investment Report, copies of which are attached hereto as Exhibit B. Ms. Johnston reviewed the disbursements and presented checks 1799 through 1826 from the general operating fund (“GOF”). She presented checks 1248 through 1255 from the sewer treatment plant (“STP”) fund for the Board’s approval. Director Boards discussed the employee benefit overpayment to Ms. Cook. Ms. Johnston acknowledged that the overpayment was an error and stated that Ms. Cook received $200 in overage for the past three years. Ms. Johnston noted that Artesian has since corrected the payment amount for Ms. Cook’s paychecks. Discussion ensued on how to handle the correction of overpayment. Ms. Johnston stated that Artesian has a petty cash fund and proposed that Artesian provide the District a credit of $400 off of the District’s bill to avoid having Ms. Cook repay the funds. She noted that Ms. Cook will pay the difference for this calendar year from January until today, which is approximately $40. Upon motion by Director Boards, seconded by Director Maxwell, after full discussion and the question being put to the Board, the Board voted by majority, with Director Randall opposing, to accept the $400 credit from Artesian in lieu of total repayment from Ms. Cook, with Ms. Cook paying the difference for this Calendar year. Upon motion by Director Maxwell, seconded by Director Boards, after full discussion and after the question being put to the Board, the Board voted unanimously to approve the Bookkeeper’s Report, to authorize payments in the amounts, to the persons, and for the purposes listed therein as presented.
