3. Consider the 2023 tax rate. Mr. Wilson recognized Mr. Cohen, who presented to and reviewed with the Board the financial advisor’s 2023 Tax Rate Analysis, a copy of which is attached hereto as Exhibit B. He reviewed the District’s certified assessed value for 2023, and recommended a total tax rate of $0.86 per $100 in assessed value. He discussed allocating $0.515 of the total tax per assessed $100 valuation to fund the District’s debt payments and $0.345 per assessed $100 valuation to pay for the operation and maintenance of District facilities. He noted that the District is defined as a developed district. Director Smith-Boards joined the 137753351.1 meeting at this time. Discussion ensued. Director Higgins discussed lowering the maintenance and operations rate by one-half penny, for a total tax rate of $0.855. Mr. Cohen stated that lowering by one-half penny would be a decrease in revenue of approximately $14,000. Further discussion ensued. Ms. Flores discussed Senate Bill 2 and the publication language. She noted that she will revise the publication language to remove “The Board of Directors…” so that the sentence begins with “The purpose of this tax increase…”. Mr. Wilson reviewed an Order Designating Officer to Calculate and Publish Tax rates for 2023 (the “Order”), a copy of which is attached hereto as Exhibit C. Mr. Flores stated that the tax rate will be published in the Fort Bend Star. Upon motion by Director Higgins, seconded by Director Jacobs, after full discussion and the question being put to the Board, the Board voted unanimously to adopt the Order, thereby authorizing Tax Tech Inc. to publish a proposed tax rate of $0.86 per assessed $100 valuation ($0.515 for debt service and $0.345 for maintenance and operation).
