Staff Report & Agenda Item Details

Invitation of citizens or Directors to speak in advance of District’s regular business (limited to 3 minutes each – agenda items/non-agenda items). Ricardo Luna spoke regarding the Windsor Chase neighborhood stating that it was divided into 19 tracts, and that none of the tracts have water rights or are allowed to drill a well. He referenced a lawsuit currently under litigation. He explained that the original landowner (Brite) leased all the water rights to CRWA. He read from a document ‘CRWA and landowners should work together to get permission to use the water, they might also need a special agreement with the local water district’ in order to get water. Mr. Luna concluded by stating that ‘we are just looking to get water’. Todd Guyote stated that he bought a tract in a different subdivision and that he has a copy of the original landowner’s contract that stated the original landowner leased the water rights, but retained domestic water rights. Mr. Guyote has already drilled his well and there is one other neighbor who has also drilled a well. He stated that both wells are small producers and he is coming to GCGCD to ask how to get proof that their wells are exempt. They want to keep their wells and have neighbors that want to drill wells. He requested that this issue be an agenda item on a future meeting. Mr. Starcke thanked the public for their comments.
